Introduction

problems of schooling into the prefecture of L? Ave is posed with acuity. Indeed, located at 50km of the Lome capital, the prefecture is less affluent out of matter D? educational infrastructure. Since L? independence of Togo, in spite of a national policy aiming to promote and develop the education system, to equip the désavantageux corners D? school, much of village remain underprivileged and do not have an adequate structure of effective schooling of the children. With the program D? adjustment structural imposed by the World Bank on the country of the south, good number D? schools which exist fell in ruin fault D? absence of subsidy of L? State, C? is the case of L? primary school of Bagbé Road L? one of the four villages which make the large village of Bagbé.

Context General and Justification

1 Is Bagbé
Bagbé a large village, prefecture of L? Ave, located at 35Km of Lome (capital of Togo) while going to the North-West.
Bagbé is composed of four principal villages which are: Dokplala, Agové, Bagbé Village and Bagbé Road where this project is.

2 Information Générale on Bagbé Route the place of the project

A climate of the equatorial type at double season rainy and double seasons dry.

? Average temperature: 24 with 26°C

? Average precipitation: 900 with 1200mm

? Hydrography: the small ponds abound during the rainy seasons. Existence of three ponds (stoppings) artificial conceived for L? fish breeding. The type of high fish is the tilapia.

B Sociocultural presentation

? Population: Bagbé road with a population bordering 3.500 inhabitants divided in its three large districts with knowing: Bagbé Kpédji, Bagbé Parks and Bagbé Route. The women represent a little more than 51% of the inhabitants.

? Dominant ethnos group: Ewé

? Religion: population animist by tradition, one finds there a church catholic and a Protestant church, and some charismatic churches.

? Prohibited: interdict of whistle the night.

? Principal economic activities: C? is a primarily agricultural zone. The culture D? pineapple accounts for more 80% of the agricultural produce. One cultivates there also tomato, L? yam, of corn and the palm tree. The farming system traditional and is based on the denshering. One N? y uses any modern agricultural equipment. Hoe, daba and matchets remain the traditional and rudimentary working tools used. L? is forestry development based on L? demolition of the palm trees for the manufacture of the called local liquor Sodabi an alcoholic drink. L? one cuts down also the trees for the manufacture of charcoal principal source D? energy to make fire in the hearths.

? Market: it N? y does not have a market with Bagbé with road. Its inhabitants attend the markets of the close villages. For the great purchases they go to Lome, the capitals, located at a few 35 km.

? Administration: under L? public administration of the prefect of the prefecture of L? Ave, Bagbé Route is directed by a traditional chief established since 2005-2006. its role of is settled the disagreements between the inhabitants. He is the guard of the customs and habits of the medium. Any disagreement which exceeds to him is sent to the prefecture or justice in Lome. For work of Community development, a committee of development helps the cheffery to mobilize the population for the participation in Community work in the village.

3 Situation of the socio-éducatitives and medical infrastructures

has Medical infrastructures
? Care of Health
Existence D? a dispensary maintained well by the population and managed by a board of management of three people. One notes an absence of looking after personnel. Only one male nurse ensures work of consultations post and pre native, of consultation of the patients, L? medical childbirth and other work. As soon as the only male nurse is indisposed the dispensary can cease functioning for several days. One notes also L? absence of medical materials such as the microscope and drugs.

? Drinking water supply
Jusqu? with do the day or we compile this present document, it exists only one point D? drinking water which is a drilling equipped D? a handy pump with foot. This point D? is water located at more than 500 meters of certain districts and more than 1,5 kilometers D? others. Thus more does the share of people use L? rainwater for the kitchen and the household and sometimes to be refreshed too. There is currently in project construction D? a very small castle D? water to feed the Noter districts

more in addition that Bagbé Route does have access to L? electricity.

? Latrines and W.C.
Let us note qu here? it N? y does not have latrines in more than 95% of the houses. And it N? does not exist public W.C in the village and L? school. People and the pupils défèquent there a little everywhere in nature.

B Educational infrastructure and justification of the project:
There is only one school in all the village of Bagbé Route. It S? acts of L? is primary school created there about thirty D? year. Is this school a building of three (03) classrooms and D? a small direction.

Let us specify qu? does a normal primary school have normally, in accordance with the standards of L? administration of L? education, being made up of six (06) rooms classes.

With L? primary school of Bagbé road two years are gathered in a class. Do these last years, following the public awareness campaigns on the benefits of the schooling of the children much of parents send their children to L? school, L? school records consequently plethoric manpower in certain classes. With the place D? a score D? children by classroom, one records forty there even around fifty. This situation led the village for lack of financial means to create two complementary classrooms built in straws. Is the change of these two classes in straws in classes into hard L? object of this present project.

Why change the two classes into straws by a building of two classrooms into hard?
Are the two classes in straw rudimentary constructions not respecting the minimal standards of construction of center D? school education of the children.
The children under these straws are often exposed to the accidents during the seasons of rains where the wind blows. Also Bagbé road being a rural zone during the dry season where the farmers make bush fires to weed their fields, a small fire brought by the wind which is thrown on the straw directly causes large fire which the village will not know quickly controlled. Let us add that during the seasons of rains the wind removes the straw and the children and their supplies remain wet. Does this state of affair cause each time L? stop of the course for several days preventing the teachers sometimes finished the programs well. In more L? is school of Bagbé Route a center D? writing D? examination of fine D? primary studies. This examination proceeds in June which is one month of rain with Bagbé Route. In full examination the children under the rooms in straws are disturbed by the rain.
Opposite this situation preventing the children to perceive a good basic school education, the teachers, the committee of the parents D? did pupils and the cheffery approach us with the request to help them to change the rooms into straws by the classrooms into hard respecting the standards of L? education D? where birth of this project.

Objective of the Project
L? is objective of this project as mentions it its title to set up an infrastructure D? adequate primary education and D? to improve the conditions D? training of the old children from 06 to 12 years by replacing the two classes in straws by a building of two classrooms into hard (out of cement), and all building two latrines.

Duration of the project
In absence D? a potential partner of VGlob to finance D? did a blow construction, we choose D? to spread out this project of construction over one three (03) years period.

When does the project start?
We envisaged to begin the activities of construction starting from L? summer 2008.
Indeed we launched construction last on July 8 (2008) with manufacture D? part of the breeze blocks of foundation and breeze blocks for rise in the walls. For this launching we received the request of eight (08) voluntary Belgians, Swiss and French who came to take part in work and L? animation of the building site. For this launching we succeeded in buying four (04) tons of cement, four (04) voyage of sand, a wheelbarrow and two shovels.
We intend to continue work L? next summer 2009. We launch calls to the goodwills to help us to be able to continue work.
